Loving the world means neither uncritical acceptance nor contemptuous rejection. Above all it means the unwavering facing up to and comprehension of that which is.

The Age of Political Correctness?

political correctnessJonathan Chait explains the rules of the new political correctness movement: "Under p.c. culture, the same idea can be expressed identically by two people but received differently depending on the race and sex of the individuals doing the expressing. This has led to elaborate norms and terminology within certain communities on the left. For instance, 'mansplaining,' a concept popularized in 2008 by Rebecca Solnit, who described the tendency of men to patronizingly hold forth to women on subjects the woman knows better--in Solnit's case, the man in question mansplained her own book to her. The fast popularization of the term speaks to how exasperating the phenomenon can be, and mansplaining has, at times, proved useful in identifying discrimination embedded in everyday rudeness. But it has now grown into an all-purpose term of abuse that can be used to discredit any argument by any man. (MSNBC host Melissa Harris-Perry once disdainfully called White House press secretary Jay Carney's defense of the relative pay of men and women in the administration 'man­splaining,' even though the question he responded to was posed by a male.) Mansplaining has since given rise to 'whitesplaining' and 'straightsplaining.' The phrase 'solidarity is for white women,' used in a popular hashtag, broadly signifies any criticism of white feminists by nonwhite ones. If a person who is accused of bias attempts to defend his intentions, he merely compounds his own guilt. (Here one might find oneself accused of man/white/straightsplaining.) It is likewise taboo to request that the accusation be rendered in a less hostile manner. This is called 'tone policing.' If you are accused of bias, or 'called out,' reflection and apology are the only acceptable response--to dispute a call-out only makes it worse. There is no allowance in p.c. culture for the possibility that the accusation may be erroneous. A white person or a man can achieve the status of 'ally,' however, if he follows the rules of p.c. dialogue. A community, virtual or real, that adheres to the rules is deemed 'safe.' The extensive terminology plays a crucial role, locking in shared ideological assumptions that make meaningful disagreement impossible." Chait goes too far when he suggests that the only discrimination worth fighting is the overt kind, that their aren't systematic race, gender, and class biases that need to be addressed. The problem is not the invention of a word like "mansplained," which can bring to light invisible harms in an original way. The problem is when such words become a weaponized jargon whose use not only brings new insights to light but also offers an ad hominem attack on a person as a clichéd member of a group. Instead of a conversation about ideas, p.c. accusations like "mansplaining" or "Islamophobia" address people as cardboard representations of ideological oppressors and seek to dismiss them through a jargon that has a multi-valenced meaning only accessible to those initiated into a particular worldview. This is a phenomenon that Peter Baehr has rightly called unmasking (an idea he discusses at length in "One to Avoid, One to Embrace: Unmasking and Conflict Pluralism as European Heritages," forthcoming in the soon to be published third volume of HA: The Journal of the Hannah Arendt Center). Chait is right to call out such unmaskings that separate the world into cliques of initiates and barbarians. We live in a plural world full of people with whom we disagree; learning how to talk with them, rather than over them, is an essential aspect of finding our way in our world. 

Giving up on Law

anti-rape demonstrationZoë Heller has an important essay in the NYRB on the legal and political movement to shift rape trials from law courts to campus and other administrative tribunals. It is, Heller argues, "a moral and strategic error for feminism--or any movement that purports to care about social justice--to argue for undermining or suspending legitimate rights, even in the interests of combating egregious crime." And yet, as Heller writes, "most anti-rape campus activists remain strongly in favor of keeping rape allegations an internal college matter. Students, they point out, are usually reluctant to go to the police (whose willingness to take sexual assault claims seriously they have good reason to mistrust), and because of this any attempt to institutionalize partnerships between campus security and law enforcement will only result in even fewer assaults being reported. Danielle Dirks, a sociology professor at Occidental College, and one of a group of women who have filed Title IX complaints against the university, recently told The Nation: 'I say this as a criminologist. I've given up on the criminal justice system. College campuses, which are supposed to be the bastions of cutting-edge knowledge and a chance to shape the rest of the country, actually can do right.' There is no doubt that the police and the courts are guilty of all manner of negligence, insensitivity, and rank stupidity in handling cases of sexual assault, but the wisdom of 'giving up' on criminal justice--of retreating from the fight for fair treatment under the law--and taking refuge in a system of ersatz college justice remains highly questionable. In addition to the fear of not being believed, the chief reason that students cite for not reporting their assaults to law enforcement is their uncertainty about whether the incidents constitute sufficiently grave crimes. Asking those students to take their allegations to campus tribunals--to have their claims adjudicated in essentially the same manner as plagiarism charges--does nothing to clear up their confusion about the seriousness of sexual assault. On the contrary, it actively encourages the trivialization of sexual violence."

Admit It. You're Affluent.

american affluenceDavid Leonhardt writes in a letter to subscribers of "The Upshot" that there is a basic confusion in the country around the term "middle class." "My favorite phrase in Josh Barro's much-discussed piece this week about who's rich and who's not was this one: '$400,000 isn't a lot of money--after you spend it.' Josh's argument was that while many people with household income of $400,000--or $200,000--may consider themselves middle class, they're actually affluent. Nationwide, fewer than 5 percent of households make at least $200,000. In New York, the share is only modestly higher. A common response--and you can read many in the comments section--is that a couple of hundred thousand dollars of annual income doesn't make people feel rich. They still have to worry about their spending, unlike the truly rich. After they've paid for a nice house in a good school district, a couple of vehicles, a vacation or two and the normal expenses of life, not to mention putting away money for retirement and college, they don't have much left over. All of which is often true. But here's the thing: Being able to afford those things is pretty good definition of affluence in modern American society."

Upper Middle Class Warfare

upper middle classReihan Salam over in Slate also takes aim at what he calls the upper middle class in distinction from the rich. For Salam, it is the upper middle class and not the rich who are, in his words, ruining America. But Salam's argument is not the usual one. As a conservative, he finds common cause with the upper middle class whom, he writes, fends off tax hikes that could actually fund generous social democracies, such as those found in Europe. Instead, what bothers Salam is the way the upper middle class protects its privilege with zoning laws, professional registration fees, and immigration laws that make life more expensive and difficult for the merely middle class: "You might be wondering why I'm so down on the upper middle class when they're getting in the way of the tax hikes that will make big government even bigger. Doesn't that mean that while liberals should be bothered by the power of the upper middle class, conservatives should cheer them on? Well, part of my objection is that upper-middle-income voters only oppose tax hikes on themselves. They are generally fine with raising taxes on people richer than themselves, including taxes on the investments that rich people make in new products, services, and businesses. I find that both annoyingly self-serving and destructive. The bigger reason, however, is that upper-middle-class people don't just use their political muscle to keep their taxes low. They also use it to make life more expensive for everyone else. Take a seemingly small example--occupational licensing. In North Carolina, teeth-whiteners without expensive dental degrees would like to be allowed to sell their services but are opposed by the state's dentists, as Eduardo Porter noted in a recent New York Times column. Are the good dentists of North Carolina fighting the teeth-whiteners because they fear for the dental health of North Carolinians? It doesn't look like it. A more plausible story is that dentists don't want to compete with cut-rate practitioners, because restricting entry into the field allows them to charge higher prices. We often hear about how awesome it is that Uber is making taxi service cheaper and more accessible for ordinary consumers but how sad it is that they are making life harder for working-class drivers who drive traditional cabs.... You'd almost get the impression that while working- and lower-middle-class people are expected to compete, whether with the Ubers of the world or with Chinese manufacturing workers or with immigrants with modest skills, members of the upper middle class ought to be immune. The result is that all Americans have to pay more to get their teeth whitened, to get a formal education, or to do any of the other million things that we can only get through licensed providers."

Privacy? Who Cares?

nsaOver at the Pew Research Center, a new set of surveys offers some surprising insights into the way Americans view their government. You may not be surprised to learn that the IRS is largely seen negatively, even more so by Republicans than by Democrats. But one surprising result is that the NSA has remained popular, even after the revelations by Edward Snowden and especially amongst young people. "Favorability ratings for the National Security Agency (NSA) have changed little since the fall of 2013, shortly after former NSA analyst Edward Snowden's revelations of the agency's data-mining activities. About half (51%) view the NSA favorably, compared with 37% who have an unfavorable view. Young people are more likely than older Americans to view the intelligence agency positively. About six-in-ten (61%) of those under 30 view the NSA favorably, compared with 40% of those 65 and older." This fits with the widely held belief that younger Americans are less protective of their privacy than their elders. Privacy, and why it matters, will be the theme of the Hannah Arendt Center's 8th annual conference this October 15-16th. Save the Date.

Unbounded Archive

archiveIn an article about groups who are attempting to archive the internet, Jill Lepore bemoans the way the web has made the footnote unreliable: "The Web dwells in a never-ending present. It is--elementally--ethereal, ephemeral, unstable, and unreliable. Sometimes when you try to visit a Web page what you see is an error message: 'Page Not Found.' This is known as 'link rot,' and it's a drag, but it's better than the alternative. More often, you see an updated Web page; most likely the original has been overwritten. (To overwrite, in computing, means to destroy old data by storing new data in their place; overwriting is an artifact of an era when computer storage was very expensive.) Or maybe the page has been moved and something else is where it used to be. This is known as 'content drift,' and it's more pernicious than an error message, because it's impossible to tell that what you're seeing isn't what you went to look for: the overwriting, erasure, or moving of the original is invisible. For the law and for the courts, link rot and content drift, which are collectively known as 'reference rot,' have been disastrous. In providing evidence, legal scholars, lawyers, and judges often cite Web pages in their footnotes; they expect that evidence to remain where they found it as their proof, the way that evidence on paper--in court records and books and law journals--remains where they found it, in libraries and courthouses. But a 2013 survey of law- and policy-related publications found that, at the end of six years, nearly fifty per cent of the URLs cited in those publications no longer worked. According to a 2014 study conducted at Harvard Law School, 'more than 70% of the URLs within the Harvard Law Review and other journals, and 50% of the URLs within United States Supreme Court opinions, do not link to the originally cited information.' The overwriting, drifting, and rotting of the Web is no less catastrophic for engineers, scientists, and doctors. Last month, a team of digital library researchers based at Los Alamos National Laboratory reported the results of an exacting study of three and a half million scholarly articles published in science, technology, and medical journals between 1997 and 2012: one in five links provided in the notes suffers from reference rot. It's like trying to stand on quicksand. The footnote, a landmark in the history of civilization, took centuries to invent and to spread. It has taken mere years nearly to destroy."

To Compute or Not to Compute

baseballHarris Nye has a fascinating essay about the way different baseball fans react to advanced statistics. There are two kinds of fan. "Proponents of sabermetrics in baseball tend to speak very strongly when preaching the gospel of Bill James, mostly because the individual nature of baseball and the precision of baseball stats has created a sense of absolute certainty among saber-minded fans." On the other side, "baseball fans who dislike advanced stats are inevitably turned off by the firebrand nature of sabermetrics proponents. To the traditional minded baseball fan, a large part of what makes sports appealing is their uncertain nature." What to make of this opposition? For Nye, the difference is defense: namely, that statistically minded fans seek to take defense into account while common sense fans do not. Nye uses the example of a truly surprising statistical conclusion--that the Braves' Jason Heyward was 25% more valuable last year than Freddie Freeman--to argue that the source of the radical difference between common sense and statistical analysis is that most common sense baseball fans ignore defense. "The fact that by fWAR the gap between the two players can so dramatically reverse the value of the two players is the kind of thing that is so offensive to traditional minded fans about sabermetrics and wins above replacement. A Braves fan who just watched the team last year without using advanced stats would find the notion of Heyward being better than Freeman obviously false. Nobody likes their preconceived notions being challenged and it is always these issues of defense that cause wins above replacement to tell fans something vastly different from what they already believe about the value of individual players." Data analysis is so complicated and depends on such immense processing of information that it is impossible without computers. Which means that we no longer can have an informed discussion about baseball--or anything for that matter--without relying on mechanical brains. For those who think baseball is a game viewed with human eyes and the human brain as opposed to through a screen and a computer, statistical insight challenges the common sense world.  

How Best to Save the World?

save the worldHans Rollman looks at Julio Cortozar's Fantomas Versus the Multinational Vampire: An Attainable Utopia, a hybrid, comics-novel recently translated into English that Cortozar conceived after participating in the Second Russell Tribunal, which was convened to investigate crimes committed by South American dictatorships, and then reading his own cameo appearance in the Mexican comic book Fantomas: "The genius of the book lies in the fact that it both has no prescriptive point, and at the same time conveys a remarkable multiplicity of points. It's a reflection of Cortazar's own frame of mind following the Second Russell Tribunal--his alternating waves of doubt and confidence; anger and despair and hope. In a world where injustice and genocide continue their march without blinking an eye, what was the point of the tribunal at all? It takes a plot within a plot within a plot to convey the inextricable complexity of injustice and violence in today's world, and a surreal fusion of the real with the fantastic to arrive at the hope that solutions are possible. Not to arrive at solutions, mind you--that eludes everyone, from Fantomas to the Russell Tribunal. But to arrive at the hope, that solutions are still possible, that utopia is attainable."

Balancing Solitude and Society

It is a new year, not only for Jews celebrating Rosh Hashanah but also for hundreds of thousands of college and university students around the world. Over at Harvard, they invited Nannerl O. Keohane—past President of Wellesley College—to give the new students some advice on how to reflect upon and imagine the years of education that lay before them. Above all, Keohane urges students to take time to think about what they want from their education: “You now have this incredible opportunity to shape who you are as a person, what you are like, and what you seek for the future. You have both the time and the materials to do this. You may think you’ve never been busier in your life, and that’s probably true; but most of you have “time” in the sense of no other duties that require your attention and energy. Shaping your character is what you are supposed to do with your education; it’s not competing with something else. You won’t have many other periods in your life that will be this way until you retire when, if you are fortunate, you’ll have another chance; but then you will be more set in your ways, and may find it harder to change.”

The March, Fifty Years On

mlkRobin Kelly, writing on the 1963 March on Washington and the March's recent fiftieth anniversary celebrations, zooms out a little bit on the original event. It has, he says, taken on the characteristics of a big, feel good event focused on Civil Rights and directly responsible for the passage of the Civil Rights Act, when, in fact, all those people also came to Washington in support of economic equality and the gritty work of passing laws was accomplished later, with additional momentum and constraints. It's important to remember, he says, that "big glitzy marches do not make a movement; the organizations and activists who came to Washington, D. C., will continue to do their work, fight their fights, and make connections between disparate struggles, no matter what happens in the limelight."

Famous Last Words

textRobinson Meyer investigates what, exactly, poet Seamus Heaney's last words were. Just before he passed away last week at 74, Heaney, an Irish Nobel Laureate, texted the Latin phrase noli timere, don't be afraid, to his wife. Heaney's son Michael mentioned this in his eulogy for his father, and it was written down and reported as, variously, the correct phrase or the incorrect nolle timore. For Meyer, this mis-recording of the poet's last words is emblematic of some of the transcriptions and translations he did in his work, and the further translations and transcriptions we will now engage in because he is gone. "We die" Meyer writes, "and the language gets away from us, in little ways, like a dropped vowel sound, a change in prepositions, a mistaken transcription. Errors in transfer make a literature."

We're All Billy Pilgrim Now

gearsJay Rosen, who will be speaking at the Hannah Arendt Center’s NYC Lecture Series on Sunday, Oct. 27th at 5pm, has recently suggested that journalism solves the problem of awayness - “Journalism enters the picture when human settlement, daily economy, and political organization grow beyond the scale of the self-informing populace.” C.W. Anderson adds that "awayness" should include alienation from a moment in time as well as from a particular place: "Think about how we get our news today: We dive in and out of Twitter, with its short bursts of immediate information. We click over to a rapidly updating New York Times Lede blog post, with it's rolling updates and on the ground reports, complete with YouTube videos and embedded tweets. Eventually, that blog post becomes a full-fledged article, usually written by someone else. And finally, at another end of the spectrum, we peruse infographics that can sum up decades of data into a single image. All of these are journalism, in some fashion. But the kind of journalisms they are - what they are for - is arguably very different. They each deal with the problem of context in different ways."

...Because I Like it

readingAdam Gopnik makes a case for the study of English, and of the humanities more broadly. His defense is striking because it rejects a recent turn towards their supposed use value, instead emphasizing such study for its own sake: "No sane person proposes or has ever proposed an entirely utilitarian, production-oriented view of human purpose. We cannot merely produce goods and services as efficiently as we can, sell them to each other as cheaply as possible, and die. Some idea of symbolic purpose, of pleasure seeking rather than rent seeking, of Doing Something Else, is essential to human existence. That’s why we pass out tax breaks to churches, zoning remissions to parks, subsidize new ballparks and point to the density of theatres and galleries as signs of urban life, to be encouraged if at all possible. When a man makes a few billion dollars, he still starts looking around for a museum to build a gallery for or a newspaper to buy. No civilization we think worth studying, or whose relics we think worth visiting, existed without what amounts to an English department—texts that mattered, people who argued about them as if they mattered, and a sense of shame among the wealthy if they couldn’t talk about them, at least a little, too. It’s what we call civilization."

A Common Language

The Greek polis will continue to exist at the bottom of our political existence...for as long as we use the word 'politics.'"

Some years ago a mentor told me a story from his days as a graduate student at a prestigious political science department. There was a professor there specializing in Russian politics and Sovietology, an older professor who loved teaching and taught well past the standard age of retirement. His enthusiasm was palpable, and he was well-liked by his students. His most popular course was on Russian politics, and towards the end of one semester, a precocious undergraduate visited during office hours: “How hard is it to learn Russian,” the student asked, “because I’d really like to start.” “Pretty hard,” he said, “but that’s great to hear. What has you so excited about it?” “Well,” said the student, “after taking your course, I’m very inspired to read Marx in the original.” At the next class the professor told this story to all of his students, and none of them laughed. He paused for a moment, then somewhat despondently said: “It has only now become clear to me….that none of you know the first thing about Karl Marx.”

The story has several morals. As a professor, it reminds me to be careful about assuming what students know. As a student, it reminds me of an undergraduate paper I wrote which spelled Marx’s first name with a “C.” My professor kindly marked the mistake, but today I can better imagine her frustration. And if the story works as a joke, it is because we accept its basic premise, that knowledge of foreign languages is important, not only for our engagement with texts but with the world at large. After all, the course in question was not about Marx.

The fast approach of the Hannah Arendt Center’s 2013 Conference on “The Educated Citizen in Crisis” offers a fitting backdrop to consider the place of language education in the education of the citizen. The problem has long been salient in America, a land of immigrants and a country of rich cultural diversity; and debates about the relation between the embrace of English and American assimilation continue to draw attention. Samuel Huntington, for example, recently interpreted challenges to English preeminence as a threat to American political culture: “There is no Americano dream,” he writes in “The Hispanic Challenge,” “There is only the American dream created by an Anglo-Protestant society. Mexican Americans will share in that dream and in that society only if they dream in English.”  For Huntington English is an element of national citizenship, not only as a language learned, but as an essential component of American identity.

This might be juxtaposed with Tracy Strong’s support of learning (at least a) second language, including Latin, as an element of democratic citizenship. A second language, writes Strong (see his “Language Learning and the Social Sciences”) helps one acquire “what I might call an anthropological perspective on one’s own society,” for “An important achievement of learning a foreign language is learning a perspective on one’s world that is not one’s own. In turn, the acquisition of another perspective or even the recognition of the legitimacy of another perspective is, to my understanding, a very important component of a democratic political understanding.” Strong illustrates his point with a passage from Hannah Arendt’s “Truth and Politics”: “I form an opinion,” says Arendt, “by considering a given issue from different viewpoints, by making present to my mind the standpoints of those who are absent: that is, I represent them.”

Hannah Arendt’s deep respect for the American Constitution and American political culture, manifest no less (perhaps even more!) in her criticism than her praise, is well known. After fleeing Nazi Germany and German-occupied France, Arendt moved to the United States where she became a naturalized citizen in 1951. And her views on the relation between the English language and American citizenship are rich and complex.

In “The Crisis in Education” Arendt highlights how education plays a unique political role in America, where “it is obvious that the enormously difficult melting together of the most diverse ethnic groups…can only be accomplished through the schooling, education, and Americanization of the immigrants’ children.” Education prepares citizens to enter a common world, of which English in America is a key component: “Since for most of these children English is not their mother tongue but has to be learned in school, schools must obviously assume functions which in a nation-state would be performed as a matter of course in the home.”

At the same time, Arendt’s own embrace of English is hardly straightforward. In a famous 1964 interview with she says: “The Europe of the pre-Hitler period? I do not long for that, I can tell you. What remains? The language remains. […] I have always consciously refused to lose my mother tongue. I have always maintained a certain distance from French, which I then spoke very well, as well as from English, which I write today […] I write in English, but I have never lost a feeling of distance from it. There is a tremendous difference between your mother tongue and another language…The German language is the essential thing that has remained and that I have always consciously preserved.”

Here Arendt seems both with and against Huntington. On one hand, learning and embracing English—the public language of the country—is what enables diverse Americans to share a common political world. And in this respect, her decision to write and publish in English represents one of her most important acts of American democratic citizenship. By writing in English, Arendt “assumes responsibility for the world,” the same responsibility that education requires from its educators if they are to give the younger generation a common world, but which she finds sorely lacking in “The Crisis of Education.”

At the same time, though, Arendt rejects the idea that American citizenship requires treating English as if it were a mother tongue. Arendt consciously preserves her German mother tongue as both an element of her identity and a grounding of her understanding of the world, and in 1967 she even accepted the Sigmund Freud Award of the German Academy of Language and Poetry that “lauded her efforts to keep the German language alive although she had been living and writing in the United States for more than three decades” (I quote from Frank Mehring’s 2011 article “‘All for the Sake of Freedom’: Hannah Arendt’s Democratic Dissent, Trauma, and American Citizenship”).  For Arendt, it seems, it is precisely this potentiality in America—for citizens to share and assume responsibility for a common world approached in its own terms, while also bringing to bear a separate understanding grounded by very different terms—that offers America’s greatest democratic possibilities. One might suggest that Arendt’s engagement with language, in her combination of English responsibility and German self-understanding, offers a powerful and thought-provoking model of American democratic citizenship.

What about the teaching of language? In the “The Crisis in Education” Arendt is critical of the way language, especially foreign language, is taught in American schools. In a passage worth quoting at length she says:

“The close connection between these two things—the substitution of doing for learning and of playing for working—is directly illustrated by the teaching of languages; the child is to learn by speaking, that is by doing, not by studying grammar and syntax; in other words he is to learn a foreign language in the same way that as an infant he learned his own language: as though at play and in the uninterrupted continuity of simple existence. Quite apart from the question of whether this is possible or not…it is perfectly clear that this procedure consciously attempts to keep the older child as far as possible at the infant level.”

Arendt writes that such “pragmatist” methods intend “not to teach knowledge but to inculcate a skill.” Pragmatic instruction helps one to get by in the real world; but it does not allow one to love or understand the world. It renders language useful, but reduces language to an instrument, something easily discarded when no longer needed. It precludes philosophical engagement and representative thinking. The latest smartphone translation apps render it superfluous.

But how would one approach language differently? And what does this have to do with grammar and syntax? Perhaps there are clues in the passage selected as our quote of the week, culled from Arendt’s 1968 biographical essay about her friend Walter Benjamin. There, Arendt appreciates that Benjamin's study of language abandons any “utilitarian” or “communicative” goals, but approaches language as a “poetic phenomenon.” The focused study of grammar develops different habits than pragmatist pedagogy. In the process of translation, for example, it facilitates an engagement with language that is divorced from practical use and focused squarely on meaning. To wrestle with grammar means to wrestle with language in the pursuit of truth, in a manner that inspires love for language—that it exists—and cross-cultural understanding. Arendt was famous for flexing her Greek and Latin muscles—in part, I think, as a reflection of her love for the world. The study of Greek and Latin is especially amenable to a relationship of love, because these languages are hardly “practical.” One studies them principally to understand, to shed light on the obscure; and through their investigation one discovers the sunken meanings that remain hidden and embedded in our modern languages, in words we speak regularly without realizing all that is contained within them. By engaging these “dead” languages, we more richly and seriously understand ourselves. And these same disinterested habits, when applied to the study of modern foreign languages, can enrich not only our understanding of different worldviews, but our participation in the world as democratic citizens.

Generational Theft

In this video, Geoffrey Canada of the Harlem Children’s Zone and Peter Druckmiller, a hedge fund manager, make their argument that the uncontrolled rise of entitlements and government debt is an unconscionable theft from children and the future generations. Finally, those who care about government and the future are starting to realize that protecting entitlements is not a liberal or a conservative issue, but a generational issue.

Entitlements now make up 67% of all federal money spent every year. That is up from 50% in 1994. And they are the fasted growing part of government spending. The result is ever-less money for education, infrastructure, and building a common world.  Here is what Geoffrey Canada says:

We’re going to spend all of our kids’ money right now. Guys my age in their 60s. We are not thinking about the next generation now. I think this is a disaster for America.

We are going to spend money that ought to go toward education. It  ought to go to their retirement. It ought to go to research and development. We are going to spend that  money now on Medicare, Medicaid, and social security because we don’t have the courage to tell my generation, “Hey guys, we’re going to have to turn this down.”

Generational Injustice

Walter Russell Mead is getting it right about the utter selfishness of the boomer generation and how it is bankrupting our governments, thus leaving government incapable of public services for the next generation.

This story is about more than just high gas prices or taxes. It’s yet another case of the boomer generation stealing from younger generations. Besides promising themselves fat pensions that they refused to save money or tax themselves to pay for, the boomers let the country’s infrastructure run down. The next generation is already staggering under a rising tax burden, student loan debt, and retirees’ massive health care bills. On top of all this, they now have to pay through the nose just to keep the roads, bridges, and tunnels in good repair after years of neglect and deferred maintenance.

An Army of Pensioners

When people talk about the cost of entitlements or pensions, there is often a whiff of condescension, as if government employees don’t deserve their benefits. Often forgotten is the fact that private pensions are underfunded as well, and they are insured by the federal government. And now we are told that the military may have the biggest pension problem of all. Here is what the Financial Times reports:

Of all the politically difficult budget issues that Mr Hagel will face, few are more charged than the question of military entitlements which have risen sharply over the past decade. A report last year by the Center for Strategic and Budgetary Assessments concluded that at current rates, “military personnel costs will consume the entire defence budget by 2039”. Robert Gates, Mr Obama’s first defence secretary, once warned that these expenses were “eating us alive”.

Just as pensions and entitlements will soon crowd out all other government spending, so too will military pensions crowd out all military spending.

No one today can responsibly argue against pensions and health care. And no one can call the soldiers lazy burdens on the public weal. But neither can we fail to recognize that our addiction to entitlements is destroying our politics and our public spirit. We are sacrificing public action—be it the pursuit of scientific knowledge, the erecting of monuments, the education of our young, the building of infrastructure, and even a well-outfitted military—for the private comfort of individuals. It is no wonder that our political system is broken at a time when all incentives in the country lead interest groups to focus on parochial interests above the common good. It is inconceivable that this situation is not in some way related to the emergence of entitlements as the central function of government.

The question is one of principle. We have gone from a common sense that people are responsible for themselves and the government provides a safety net to a common sense that everyone should receive an education, everyone should receive healthcare, and everyone should receive pension benefits for as long as they live. It is possible to embrace the latter common sense, but with it comes a significantly higher tax burden and a much more communal ethic than has typically reigned in America. This is not a problem that hits only public employees. It is endemic throughout society. And our military.

The Pension Crisis Blame Game

Two articles in the Wall Street Journal and the New York Times this weekend show the grave threats to two great institutions, both of which I care deeply about.

The Times has a story on the threatened cuts looming over the University of California and the State University of California system.

Class sizes have increased, courses have been cut and tuition has been raised - repeatedly. Fewer colleges are offering summer classes. Administrators rely increasingly on higher tuition from out-of-staters. And there are signs it could get worse: If a tax increase proposed by Gov. Jerry Brown is not approved this year, officials say they will be forced to consider draconian cuts like eliminating entire schools or programs.

To get a sense of the problem, just consider this:

While there are more students than ever, the number of academic advisers has dropped to 300, from 500 a few years ago, for more than 18,000 undergraduates. Courses that used to require four writing assignments now demand half that because professors have fewer assistants to help them with grading papers, something other campuses have implemented as well.

Meanwhile, the WSJ reports that policemen and firefighters in San Jose, California are being insulted, flipped off, and outright despised. One officer was recently criticized at a supermarket checkout line for buying steaks. A firefighter reports being given the finger while in his truck. This is sad. These are people who are prepared to risk their lives to protect us. They do so for salaries that allow them to live well, but not well enough to actually afford a home in San Jose, where the median house price is over $400k.  Are these officers and heroes really the blood-sucking vampires that they are being made out to be?

Clearly the answer is no, and yet the officers do make very rich pensions. As the WSJ reports:

In the current fiscal year ending June 30, San Jose's retirement obligations soared to $245 million, up from $73 million a decade ago, according to the city. For police officers and firefighters who have retired since 2007, the average pension is $95,336, making them among the most generously compensated in the state.

The threat to the California public universities and the animosity to public-safety officers who make up an important part of the middle class are two sides of the same problem.  As pension costs soar, governments are taking away middle-class services like education, park playgrounds, and libraries. As middle-class taxpayers see their services cut, they blame those whose middle-class lives they are supporting. We are in for lots of this over the next decade.

The Arendt Center continues to follow the pension crisis because it is another example of the way that facts staring us in the face can simply be denied and ignored by those who don't want to see them. We also are following the pension mess because we care about politics and government. The attack on government today too often takes the form of a rejection of all public activity and the claim that all services and all valuable activities are private, not public.

New York Times Pension Crisis

My colleague Walter Russell Mead has also been covering the entitlements problem that pensions pose.  He has an excellent post on the current dispute over pensions at the NY Times. The Times staff is considering a strike to defend its defined benefit contribution plan—a plan that guarantees a certain yearly payment until death. These pension plans are the best of the best for workers, but as workers still retire at 65 and live longer, they are bankrupting the companies that offer them.

Thus, the Times, like many other companies, is seeking to switch over to a defined contribution plan, one that pays out a pension that is somehow related to what one actually puts into it. These plans risk reducing a worker's standard of living in retirement, as do 401k's. Mead's essay is clear in addressing the entitlement of the Times' staff, which insists on protecting its benefits even if it destroys the paper for which they work. You can read Mead's post here.

Pension Ponzis: Questions About the Public Interest

The public pension crisis is eroding the American social contract. While many are up in arms against Governor Scott Walker's heavy-handed attack on public unions, the fact is that Democratic governors in NY and California are also struggling with the inevitable need to reduce public pensions. Governor Jerry Brown in California admitted recently that public pensions were a Ponzi scheme. That is obvious. What is now sinking in as reality is that the Ponzi scheme is out of money and falling apart.

The Pew Center on the States published a study in 2011 called the Trillion Dollar Gap. The first sentence states the point:

$1 trillion. That’s the gap at the end of fiscal year 2008 between the $2.35 trillion states had set aside to pay for employees’ retirement benefits and the $3.35 trillion price tag of those promises.

A mere one year later, the gap had increased 26%!

The gap between the promises states have made for public employees’ retirement benefits and the money set aside to pay for them grew to at least $1.26 trillion in fiscal year 2009-a 26 percent increase in one year-according to a Pew report.

The gap is actually much bigger than the Pew Center numbers suggest, since the report is based on the official numbers that use way too optimistic expectations of returns.

The Pew Center Report continues, stating the reason this matters so much:

Why does it matter? Because every dollar spent to reduce the unfunded retirement liability cannot be used for education, public safety and other needs. Ultimately, taxpayers could face higher
 taxes or cuts in essential public services.

Municipal bankruptcies are mounting. Prichard, Alabama and Central Falls, Rhode Island both filed for bankruptcy, and they have had to vastly reduce the pensions promised to their public employees. The city of Stockton, California is in bankruptcy court now, and it must pay $30 million every year in pension costs, even as it only sets aside .70 cents for every dollar it must pay.

The crisis is spiraling. In essence, cities and states around the country will have to decide whether to honor their legal debts to public employees or pay for services like police, fire, and parks needed by their current residents. The only other option is a bailout from the federal government, but the size of the problem is enormous and such a bailout seems highly unlikely.

In the meantime, states continue to juggle money around to keep the Ponzi scheme going.  Just this month New York State decided to let municipalities and public entities borrow money from the state pension fund to make their payments back into the state pension fund. This is nonsense. Dangerous nonsense.

And while New York State did finally pass a version of pension reform last week, the reform falls far short of what Governor Cuomo wanted and what is needed. The Assembly raised the retirement age for public employees (not for policeman and firemen) to 63 from 62, whereas Cuomo sensibly asked it be raised to 65. As it stands now, the New York State pension plan is expected to consume 35 percent of the New York State's budget by 2015. This is up from a mere 3% in 2001.  More.

For anyone who cares about government and wants government to succeed, the pension problem must be addressed, for it threatens not only economic disaster, but political cynicism beyond even today's wildest dreams. Across the country, teachers, policemen and firemen, not to mention civil service employees and others, will see their promised pensions shrink precipitously. Not only will this devastate retirement nest eggs for millions of people, it will fray the social contract—pitting young against old and taxpayers against public employees.

It is bad enough that we will have to renege on pensions owed to public service employees (as municipalities in Rhode Island, Alabama, and California are already doing), but it is worse that we will do so after bailing out Wall St. bankers and allowing taxpayers to pay their contractually-obligated bloated bonuses. That these seven-figure bonuses were paid and yet we are unable and unwilling to pay contractually obligated pension costs is both a fact and an example of why the bailout of the bankers was so deeply wrong and misguided.

The issues around public pensions are complicated. They involve contractual promises made to workers that simply cannot be honored as well as pitting public servants against everyday taxpayers. There is also the fact that public employees are paid significantly more than similarly educated private employees at all but the highest levels of income and education. A recent Congressional Budget Office study concluded that:

  • Average benefits for federal workers with no more than a high school diploma were 72 percent higher than for their private-sector counterparts.
  • Average benefits for federal workers whose education ended in a bachelor's degree were 46 percent higher than for similar workers in the private sector.
  • Workers with a professional degree or doctorate received roughly the same level of average benefits in both sectors.

The CBO chart below shows clearly the relative overcompensation of public workers against their private-sector counterparts.  While one could turn this around and argue that private-sector workers are underpaid, the fact is that the current level of benefits for public-sector workers is bankrupting our municipalities and states. We can argue all we want about what is fair pay, but the current pay levels are clearly unsustainable. More, they are threatening to devastate public services as we continue to cut services in order to pay outsized benefits to retired public-sector workers.

Do public employees deserve to make more than private employees? Should we say that someone teaching in public schools deserves more than one teaching in private schools?  For some, the answer is yes and there is a sense that it is more noble and thus valuable to serve in the public interest. Some might even turn to Hannah Arendt to justify such a claim, that a public-service career is more public-spirited and thus more socially valuable than a private-service career.

As much as I value public-sector employees, it is a mistake to put them on a pedestal. It is unclear whether most public employees are more public-spirited than their private-sector counterparts. It is also unclear whether public school teachers and professors are better, more important, or more noble than their private school counterparts.

What is clear, however, is that public employees have a private interest in taking more and more of the taxpayer-generated revenue for themselves. In other words, public employees have a private interest in diverting public funds from public services to their wages and pensions. In this sense, the increasing numbers of public employees and their increasing wages and benefits threaten to hollow out public services in our country.

This is not to condemn public employees. Nor is it to deny that at the higher incomes, wealthy Americans should pay more in taxes to support governmental services. But we should be honest and contest the prejudice that public employees have the public interest at heart. And we need to have an adult debate about what to do about underfunded and ballooning public pensions.
